Labason general public clamored for a sustainable, potable and affordable water prompting the Local Government of Labason, thru the stewardship of the late Municipal Mayor, Hon. Graciano B. Canda, Sr., to convene the Executive and the Legislative Department, thru Hon, Vice-Mayor Isabel G. Brillantes, on a special session held on May 23,1981 at the Sanggunian Bayan session hall purposely for the passage of Resolution No. 29, Series of 1981 entitled “ A RESOLUTION ORGANIZING AN AUTONOMOUS LOCAL WATER DISTRICT IN THE MUNICIPALITY OF LABASON”. This resolution is in response to a public hearing held on May 2, 1981 for the formation of the Labason Water District serving the Barangays of Ubay, Dansalan, Lopoc and Antonino.
